Aprire un campo di paintball in Italia

Quali permessi, autorizzazioni e tipi di terreno servono per l'apertura di un campo da paintball?

Una delle prime domande che ci si pone nel momento in cui si inizia a coltivare l'idea di aprire un campo da paintball è: di quali autorizzazioni e permessi ho bisogno? Che tipo di terreno devo cercare? Spesso purtroppo questa domanda crea le prime difficoltà, in quanto non è semplice reperire informazioni di questo tipo su internet o presso professionisti e uffici della pubblica amministrazione.

Cercheremo in questo articolo pertanto di fare un po' di chiarezza in base a quella che è stata la nostra esperienza diretta e indiretta in materia, avendo seguito dal 2009 questo tipo di problematiche sia per l'apertura di campi in prima persona che attraverso le varie esperienze dei nostri clienti.

L'errore più comune fatto da molti, che complica immediatamente le cose invece di semplificarle, è pensare che un campo da paintball sia una realtà particolare che possiede una normativa specifica.

Il primo importante dato di fatto che vi riportiamo è pertanto il seguente: non esiste in Italia nessuna normativa o legge dello stato che definisca o regolamenti nello specifico come deve essere realizzato un campo da paintball, tanto meno come il paintball debba essere giocato.

Dopo questa informazione sembrerebbe che la questione si faccia ancora più complicata, ma in realtà è più semplice di quello che sembra. Bisogna porsi la seguente domanda: che cos'è il paintball? La risposta più semplice da dare è: il paintball è un'attività ludico sportiva uguale a tante altre come: calcetto, tennis, bowling, biliardo, tiro con l'arco, bocce, etc. Tutte queste attività possono essere praticate come gioco per passare il tempo libero e divertirsi con gli amici, oppure come sport se si intende partecipare ad allenamenti e competizioni.

La risposta al titolo di questo articolo è pertanto: il paintball necessità delle stesse autorizzazioni, degli stessi permessi e si può praticare nelle stesse tipologie di terreno in cui si possono praticare tutte le altre attività ludico sportive.

Questo significa quindi che la vostra ricerca di informazioni deve riguardare non tanto l'apertura di un campo da paintball, ma genericamente l'apertura di un campo di gioco o centro sportivo nel caso di strutture più complesse.

Il vostro interlocutore principale per quanto riguarda i permessi e le autorizzazioni è quindi il comune all'interno del quale si trova il terreno/area che avete individuato. Dovrete pertanto recarvi negli uffici di competenza, meglio se con una documentazione già completa che illustri il vostro progetto in tutti i suoi aspetti, chiedendo di cosa avete bisogno per avviare la struttura.

Di seguito affrontiamo velocemente alcuni degli argomenti più comuni che ricorrono nelle richieste che ci giungono per l'apertura di nuovi campi da paintball. Consigliamo comunque a tutti di rivolgersi a dei professionisti come geometri, architetti e commercialisti per avere una consulenza adeguata e completa.

Quale destinazione d'uso deve avere il terreno?

La più indicata per un'attività di questo tipo è sicuramente la destinazione ad uso sportivo, oppure anche area verde attrezzato. In entrambi questi casi potrete senza tanti problemi chiedere il permesso di allestire il campo di gioco e di posizionare o costruire delle strutture di supporto (magazzino, spogliatoi, bagni, etc). Anche le aree edificabili commerciali, industriali o residenziali potrebbero andare bene, sempre previa verifica e conferma da parte del comune, ma il loro costo di acquisto o affitto è di gran lunga superiore.

Molti ci chiedono se si può realizzare in terreni agricoli o boschivi. In questo caso la questione si fa più complicata in quanto sono terreni con molte limitazioni, quelli agricoli perchè come dice il nome stesso sarebbero riservati alle coltivazioni, quelli boschivi perchè potrebbero essere soggetti a vincoli di tipo ambientale. Non escludiamo che il comune di competenza vi autorizzi a farlo, ci sono già molte situazioni di questo tipo in Italia, ma assicuratevi di discutere nei minimi dettagli il vostro progetto e fare sì che ogni cosa sia stata autorizzata così da non incorrere in contestazioni successive ad attività avviata.

Devo aprire un'associazione sportiva per avviare un campo da paintball?

Anche questo rientra fra gli argomenti più dibattuti e su cui si è creata più confusione, la nostra risposta è: assolutamente no! Ora vi spieghiamo perchè, ma prima chiariamo cosa si intende con il termine “associazione” sportiva o meno che sia: l'associazione è una forma giuridica riconosciuta dallo stato che un gruppo di cittadini può costituire per condividere e promuovere un interesse comune, dandosi delle regole da rispettare (lo statuto e gli eventuali regolamenti). Non ha fine di lucro, tutti i suoi soci hanno pari diritti di accedere alle sue cariche tramite il sistema del voto democratico. Non va pertanto confusa con le attività economiche in cui invece c'è sempre uno o più titolari dell'attività e il cui fine è il lucro. Su quest'ultimo termine va fatta chiarezza: non avere fine di lucro non significa che all'interno dell'associazione non ci possano essere persone che prestano il proprio operato dietro compenso, nelle forme contrattuali permesse dalla legge; significa che non essendoci un padrone a fine anno la differenza tra le entrate e le uscite non va in tasca di qualcuno, ma deve rimanere all'interno dell'associazione ed essere tenuto per l'anno successivo o investito nella stessa.

Detto questo l'associazione va fatta nel momento in cui se ne sono capite le caratteristiche e quando si vuole realizzare una struttura il cui accesso sia riservati ai soli soci, che semplifica di molto l'iter dei permessi e delle autorizzazioni, ma limita nel fatto che non la si può gestire come un'impresa. Spesso le associazioni sono l'unica forma per realizzare qualcosa in area agricola o boschiva, in quanto non sono luoghi in cui normalmente è concesso realizzare strutture aperte al pubblico.

Se invece vogliamo gestire il tutto come un'impresa, dove ci sono uno o più titolari e il fine è il guadagno, allora necessitiamo di un luogo in cui possa essere avviata un'attività aperta al pubblico e di tutti i permessi e autorizzazioni che ci indicherà il nostro comune.

Senza pretendere di essere degli esperti e tantomeno dei professionisti in materia di urbanistica o permessi edilizi, speriamo con questo articolo di avervi fornito una prima panoramica generale che vi aiuti ad evitare perdite di tempo e intraprendere da subito la strada giusta.

Lo SpeedBall è una delle tre varianti di gioco del Paintball;Rappresenta la forma sportiva del Paintball e in quanto tale possiede un regolamento ben preciso.
 Durante gli anni 1980 e 1990,i tornei di paintball si giocavano rigorosamente nei boschi. A causa di diversi terreni del campo di gioco, questo era diverso in ogni parco. Tuttavia, un campo da gioco popolare nel sud della California chiamato SC Village caratterizzato un campo privo di alberi o copertura naturale e gli edifici di legno compensato. Questo fu il preferito di molti giocatori a causa della sua azione veloce. Regole Base dello Speedball.

Due squadre partono dagli estremi del campo e sono formate da 3 , 5 o 7 giocatori (dipende dal formato previsto dal torneo) e l'obbiettivo è quello di prendere la bandiera nella base avversaria, senza farsi colpire e quindi eliminare, oppure quello di eliminare tutti i giocatori avversari prima dello scadere del tempo stabilito.
Quando il colpo è valido?
Il colpo è valido su tutto il corpo compreso il marcatore ma solo se la paintball si rompe a contatto con l'obbiettivo, rilasciando la sostanza marcante. Se c'è la macchia dunque si è presi ma essa dev'essere grande almeno come una moneta da 2 euro, gli schizzi quindi non valgono.
Cosa si fa quando si è presi?
Un giocatore quando viene preso deve immediatamente smettere di mirare, sparare e anche muoversi per non influire sul gioco. Successivamente deve mettere una mano sulla testa urlando forte e chiaro "COLPITO" o "OUT" facendo segno a tutti che è stato preso per non ricevere altri colpi, ed uscire dal campo per la via più veloce. Se un giocatore urla "OUT" o "COLPITO" per sbaglio allora è fuori lo stesso, perché non è possibile cambiare versione. Stessa regola vale per chi inserisce per sbaglio il tappo nella canna del proprio marcatore.
Se si pensa di essere stati colpiti, ma non si è sicuri, bisogna gridare: "VERIFICA COLORE" in tal modo
l' intervento e un segnale di un arbitro vi rende neutrali sino al momento della verifica. Ma il fatto di essere neutrali non significa che tutti ne siano al corrente; pertanto bisogna assicurarsene gridando ripetutamente. Un giocatore vicino o un arbitro potrà verificare se si è colpiti o meno. In caso negativo, si dovrà tornare nella propria posizione e gridare "SONO PULITO" e continuare a giocare.
Anche sorpassare l'area delimitata del campo in qualsiasi momento della gara è da considerarsi fuori dal gioco e non può più rientrare.
Infine, se un giocatore si trova in posizione di netto vantaggio su un altro giocatore vicino (ad esempio se esso è ignaro della sua presenza o se è preso alle spalle o è totalmente scoperto) il giocatore in vantaggio può eliminarlo senza sparare semplicemente urlandogli "SEI SOTTO TIRO !!". 

PENALITA' 
Ogni giocatore è responsabile per i colpi ricevuti e questo vuol dire che quando è stato colpito deve uscire dal campo senza aspettare che l'arbitro gli faccia notare la macchia. Questa regola tiene conto del fatto che è impossibile non sentire o vedere il colpo che arriva quindi se un giocatore contiunua a giocare con una macchia sulla tuta o sul marcatore commette un infrazione (PLAYING ON).
Il "Playing on" viene punito con il "ONE FOR ONE" ovvero oltre al giocatore che commette l'infrazione viene eliminato anche un compagno pulito. Il "WIPING" (pulire la macchia) è una delle infrazioni più gravi ed è punita con il "THREE FOR ONE". Oltre a chi ha barato si eliminano altri tre giocatori puliti, condannando di fatto la squadra alla sconfitta.
Un giocatore viene anche eliminato se rimuove o perde la maschera durante il gioco.
Il giocatore eliminato dovrà aspettare un tempo prestabilito o il termine della partita prima di rientrare in gioco. 

ANCORA IN GIOCO 
Se un giocatore viene colpito, ma la pallina non si è rotta allora è ancora in gioco. In pratica, deve avere della vernice addosso per essere fuori. Un giocatore è poi ancora nel gioco se viene colpito un bunker e della vernice schizza sul corpo del giocatore in maniera accidentale.
Ricapitolando, solo una pallina che si rompe facendo uscire vernice che si riversa sul corpo del giocatore può far eliminare il giocatore stesso.

 ARBITRI 
L'arbitro, anzi gli arbitri, nello Speedball hanno un ruolo fondamentale. Sono una vera e propria terza squadra in campo, visto che nei tornei più prestigiosi ce ne sono come minimo otto in campo più l' Headref ed il Ref Manager fuori dal campo. Gli arbitri, posizionati in luoghi strategici in mezzo e a bordo campo, devono controllare con estrema professionalità l' andamento del gioco e sono essenziali per garantire la sicurezza ed il rispetto delle regole.
Le partite di Paintball possono avere anche un solo arbitro, che può fare iniziare, fermare e riprendere il gioco come dichiararne la fine. Le decisioni dell'arbitro sono considerate definitive e non possono essere discusse. L' arbitro può in ogni momento entrare nel campo di gioco e verificare se il giocatore è stato colpito con successo.

 UTILIZZO DI EQUIPAGGIAMENTO SICURO 
E' necessario utilizzare tutto l'equipaggiamento necessario e sicuro, coprente testa, braccia, collo e gambe. Non basta utilizzare per esempio t-shirt e mettere maschere protettive, bisogna utilizzare tutto l'equipaggiamento. Tutte le persone che entrano comunque nei campi Paintball, anche se non giocatori, fotografi, allenatori devono indossare almeno la maschera protettiva. 

VARIANTI DI GIOCO
ELIMINAZIONE DIRETTA: 
le 2 squadre partono dalle proprie basi.
lo scopo di ogni squadra è eliminare tutti i componenti della squadra avversaria.
quando un giocatore viene colpito non può più attaccare e deve attendere la fine del gioco. 

RESPAWN: 
lo scopo delle 2 squadre e' quello di eliminare i componenti della squadra avversaria più volte possibile entro un tempo limite.Quando un giocatore viene colpito non può sparare e deve tornare alla base per "rinascere". toccando la base il giocatore torna in gioco.Gli arbitri conteranno ogni giocatore eliminato.Vince la squadra che alla fine del tempo limite ha eliminato più volte gli avversari. 

CATTURA LA BANDIERA: 
entrambe le squadre hanno l'obiettivo di catturare un unica bandiera posizionata al centro del campo.la partita finisce quando una squadra riesce a prendere la bandiera e portarla alla propria base.Quando un giocatore viene colpito non puo' sparare e deve tornare alla base per "rinascere". Toccando la base il giocatore torna in gioco. Se un giocatore viene colpito mentre trasporta la bandiera deve lasciarla cadere immediatamente.La bandiera rimane nel punto in cui è caduta e il gioco riprende. 

REGOLAMENTO E SICUREZZA 
Come tutti gli sport anche il Paintball può diventare rischioso se praticato in modo scorretto. Per tale motivo, prima di cimentarti, ti forniamo delle regole importanti da seguire, in modo che la tua esperienza possa essere solo divertente e senza rischi.
Anzitutto durante il gioco è obbligatorio l'uso della maschere di protezione, che in nessun caso possono essere tolte dal viso. Le norme di sicurezza del Paintball sono molto severe. Non portare la maschera sul viso comporta una grave violazione delle norme ed è quindi punibile con l'espulsione dal giocatore.
Per quanto riguarda l'uso del fucile spara-pittura (marcatori), principale strumento di gioco, bisogna fare attenzione al suo utilizzo:
Etá minima 14 anni.
Utilizzare sempre la maschera e non toglierla mai durante lo svolgimento di una partita.
Si deve maneggiare il marker sempre con attenzione e in direzione sicura.
Non sparare al viso dell'avversario.
Rispettare la distanza minima di 6-8 metri. Chi colpisce intenzionalmente ad una distanza troppo 
ravvicinata viene immediatamente allontanato dal gioco per l' intera sessione, salvo decisioni più gravi prese dall'organizzazione.
Puntare verso il basso e tenere posta la sicura quando ci si trova in zone neutrali o quando si viene eliminati. In questo ultimo caso va posto anche il "tappo" al marcatore.
Non si puó sparare nella zona neutrale ne attraverso di essa. Questa zona é destinata esclusivamente al rifornimento del marcatore. Pertanto per motivi di sicurezza i giocatori dovranno inserire la sicura, per evitare di far partire qualche colpo accidentale mentre non si stanno indossando tutte le protezioni.
Ogni marcatore è fissato e testato prima della partita. Il giocatore non deve cambiare le sue caratteristiche.
È vietato recuperare le paintballs da terra perché un eventuale danneggiamento rovinerebbe i marcatori
Non sparare a nessun animale e alle cose al di fuori del campo di gioco.
Non è permesso sparare/colpire qualcuno più del dovuto.

Al non rispetto delle norme sopra elencate, segue la squalifica del concorrente.

ALTRE REGOLE IMPORTANTI 

È VIETATO l' uso di alcolici, farmaci o qualunque altra sostanza che alteri l'equilibrio psico-fisico prima e durante il gioco.
Non si possono discutere le decisioni degli arbitri o giudici in caso di eliminazione da parte dell'arbitro lasciare il terreno di gioco. Gli arbitri sono sul posto per aiutare i giocatori a divertirsi e per salvaguardarli. I giocatori sono invitati ad ascoltarli in ogni momento.
Ostacoli e barriere non possono mai essere manomessi o modificati.
Rispettare l'ambiente. È vietato abbandonare qualunque tipo di rifiuto
Chi viola le regole citate può essere espulso senza alcun rimborso della quota di partecipazione. La decisione definitiva spetta al capo degli arbitri della giornata.Come ultima regola, non bisogna dimenticare che il Paintball é uno sport di gruppo in cui ci si confronta con compagni che, anche se rappresentano nemici durante il gioco, bisogna rispettare. E' necessario mantenere sempre un comportamento sportivo ed amichevole. A tal proposito, si ricorda che il Paintball è uno sport.
In generale, si richiede di attenersi sempre alle regole delCOMUNE BUONSENSO SEGUENDO QUESTE REGOLE IL DIVERTIMENTO É ASSICURATO, SI DÁ LIBERO SFOGO ALL' ADRENALINA E SI COMBATTE LO STRESS NEL MIGLIOR MODO POSSIBILE.

INFORMAZIONI GENERALI SULLA SICUREZZA 
Le statistiche hanno dimostrato che il Paintball non solo è molto più sicuro di sport quali il calcio o il basket, ma è anche molto meno rischioso ad esempio del golf e di molti altri sport simili che, non prevedendo un contatto fisico fra i giocatori, possono sembrare privi di incidenti.
Contrariamente alle apparenze, se le norme di sicurezza vengono rispettate risulta essere uno degli sport più sicuri, avendo una percentuale di incidenti pari al 2% per esposizione.IL PAINTBALL È UNO DEGLI SPORT PIÙ SICURI AL MONDO. LE PROTEZIONI PROTEGGONO INFATTI IL CORPO IN TUTTE LE PARTI PIÙ DELICATE, RENDENDO PRESSOCCHÈ IMPOSSIBILE FARSI MALE.
Infine per i giocatori è utile sapere che:
1. Quando si riceve un colpo sulla maschera o sul corpetto non si sente nessun dolore: le protezioni fanno bene il loro mestiere.
2. Quando si riceve un colpo su parti non protette come sui jeans o sulla maglietta si avverte un pizzico più o meno forte a seconda dalla distanza.
3. Non tutti abbiamo la stessa pelle e la stessa sensibilità, per questo motivo ad alcuni giocatori più sensibili potrebbero comparire dei leggeri lividi al termine delle partite (nella maggior parte dei casi alle ragazze).

NOTE TECNICHE PER I PIU' CURIOSI 

Le palline sono fatte di gelatina, riempite di una sostanza composta da olio vegetale vivacemente colorata. L'olio vegetale è interamente composto da sostante naturali e quindi non-tossico, inoltre le macchie si lavano con estrema facilità già con la sola acqua. Le palline sono sparate mediante appositi fucili ad aria compressa chiamati "marcatori". Data la velocità d'impatto (al massimo 300 piedi al secondo, 328 km/h per le competizioni internazionali), la capsula del proiettile si rompe al contatto con l'obiettivo, rilasciando il contenuto sulla tuta dell'avversario.
Per ulteriore sicurezza i marcatori vengono controllati prima dell'inizio di ogni partita con un cronografo, così da non superare i limiti di potenza consentiti.
